O&M Manuals

Definition

Operation and maintenance manuals: the closeout documents that tell the owner how to run, maintain and repair the building's equipment and systems.

O&M manuals are compiled from the subcontractors’ and manufacturers’ documentation for every system installed. Specifications (often Division 01, closeout submittals) say what to include. A typical package has:

  • Equipment lists with model and serial numbers
  • Approved submittals and product data
  • Manufacturer operating and maintenance instructions and recommended schedules
  • Spare parts lists and supplier contacts
  • Warranties with start dates
  • Test reports and commissioning documentation
  • Contact list for every installing sub

Many owners now want digital O&Ms, indexed by system and location, or loaded directly into their facilities management system. Some specs require data in a structured format like COBie.

Why it matters

O&M manuals are usually a condition of final payment and retainage release. Late or incomplete manuals are one of the most common reasons retainage sits unpaid for months after the building is occupied. For the owner, they’re the operating instructions for a building they’ll run for decades.

Common mistakes

  • Waiting until the end of the job to collect documentation from subs who have demobilized.
  • Including generic catalogs instead of the specific models actually installed.
  • Missing warranty start dates, which leads to disputes later.
  • Not making O&M delivery a line item in subcontract closeout requirements and retainage release.

How os.construction handles it

We’re building closeout so approved submittals, warranties and test reports attach to systems and subcontracts as the job progresses, and the O&M package is assembled from what’s already on record. It’s in development.
