Your owner pay application review, line by line
A pay app that comes back costs you a month of cash. Read Riverside's Pay App #9 the way the owner's rep and the architect will, line by line, and fix what they'd question before you press Submit.
$2,079,360 due, if every line holds up
Riverside's ninth application bills $2,310,400 this period: $1,971,920 of work and $338,480 of materials stored on site. The owner's review starts with the continuation sheet (G703), because every G702 number is a total of it. The flagged rows are the ones a reviewer slows down on. Sample data.

Five questions, every month
01 Do the scheduled values match the contract?
In os.construction the G703 lines come from the prime contract's schedule of values, so they can't drift from it. Executed change orders are added for you: COs #1–13 and CO #14 for the fire dampers are here, and line 2 of the G702 is the total of executed change orders only. Pending changes aren't billable until they're executed.
02 Does "from previous" equal what was certified last month?
Column D should equal Pay App #8's completed and stored to date, $30,689,600. You only type two columns, This Period and Materials Stored; the rest is calculated, so a reviewer won't find a hand-typed total that's off by a line.
03 Is this period's progress real?
The reviewer compares each line's percent complete with what they saw on site. Mechanical & plumbing bills $486,000 of work this period and now sits at 56.3%. If that's ahead of the walk, expect the line to be cut. The daily logs and photos on the same project are your backup.
04 Can you prove the stored materials?
$338,480 of material is billed but not installed: switchgear, air handlers and fire dampers. Owners pay for stored material only with proof: the supplier invoice, where it's stored, and insurance if it's off site. In the app, stored material is an amount per line and is retained at its own rate. The invoices, photos and certificate of insurance travel with the pay app outside it, so attach them to your cover email or the transmittal.
05 Is retainage held at the contract rate?
Retainage is 10% on work and on stored material here: $3,266,152 and $33,848, $3,300,000 in all. The rate comes from the contract; you can split it between work and materials, or override it on a single line. If the owner releases retainage, it's entered as one amount on the app and shows as Plus Retainage Released.
Nine lines, each one a check
The summary is arithmetic on the continuation sheet. The reviewer re-adds it; os.construction calculates it the same way every time.

Approved or sent back, as a whole
Pay App #9 is Submitted, which the app shows as "awaiting certification". In os.construction, the review is on the whole application: someone with admin rights on the tool Approves it ("certified for payment") or Rejects it. A rejected app goes back through Revise & Resubmit, and This Period and Materials Stored stay editable until it's approved. Once cash entries fully fund it, Mark Paid records that. It doesn't move money.

Not today: printing or exporting the G702/G703 as a PDF, the owner reviewing the pay app inside os.construction, approving or cutting single lines, a rejection reason on the record, architect certification, signatures and notarization, and lien waivers attached to the pay app (planned). Send the application and its backup to the owner the way your contract requires.
