Final completion is the milestone after substantial completion when everything the contract requires is finished: the punch list is closed, and closeout documents like as-builts, O&M manuals, warranties, attic stock, training records and final lien waivers have been delivered and accepted. Final completion usually triggers final payment, including the release of remaining retainage.
Why it matters
The gap between substantial and final completion is where cash gets stuck. Retainage often sits there, and one missing document from one sub can hold up the whole release. Every week of delay is your money in the owner’s account.
Worked example
Illustrative: Riverside Medical Center reaches substantial completion with $600,000 of retainage still held. Final payment is blocked because final lien waivers are missing from Apex Steel and CoreDry. Until both subs sign and the waivers are delivered, the $600,000 stays with the owner, even though the GC may already owe retainage to other subs under its own subcontracts.
Common mistakes
- Starting closeout document collection at substantial completion instead of at buyout.
- Releasing sub retainage before the owner releases yours, with no contractual basis.
- Losing track of punch items assigned to subs who have demobilized.
