Closeout is everything required to finish a project contractually and financially. On the field side: punch list completion, final inspections, certificate of occupancy, attic stock, training. On the document side: as-built drawings, O&M manuals, warranties, approved submittals, test reports. On the money side: final change orders, final pay application, release of retainage, final lien waivers from everyone, and closing out commitments and cost codes.
Why it matters
Retainage often sits with the owner until closeout is complete. Slow closeout ties up cash, keeps the job on the WIP schedule and burns PM time that should be on the next project. Missing waivers or warranties are common reasons final payment is held.
Worked example
Illustrative: on a job like Riverside Medical Center, 10% retainage on a contract over $49M could approach $4.9M by the end. If Apex Steel and CoreDry never deliver final lien waivers, the owner can hold final payment until they do. Tracking those documents from day one avoids a scramble at the end.
